Important Note: Deprecated by Fair Tree

LEVEL_BASED runs in production at BYU but will be replaced by BYU's new algorithm, Fair Tree. LEVEL_BASED has been committed to the SchedMD Slurm repository in the master branch for inclusion in 14.11 but will be replaced by Fair Tree. It is still available for 14.03.x through BYU's Github repository in the level_based branch, based off of slurm-14.03. See the README at the bottom of the github page for the current version number and installation details.
